This is a very common question amongst AdWords advertisers.
Can I use pop-overs? Is it against the AdWords TOS?
The short answer is yes, you can.
The problem comes in, when someone doesn't understand the difference between pop-overs, pop-ups, pop-unders.
Pop-up - this is a new window that opens.
Pop-over - AKA - pop-in, slide-in - this is a DHTML style window that appears (slide in, drop in, fade-in, etc.). This is a window that is actually part of the landing page (the page where your AdWords ad is linked to aka. destination URL).
Pop-under - this is the same as a pop-up, except that it is under your landing page, not on top of it.
And as always, if you are unsure if something is allowed, ASK Google. They are the ones that will make the final decision.
